URLs, URIs, URNs:

These where defined in the order URL, URI, URN. (?)

The URI standard allows the omition of things like "http://" in a legal URI, but be considerate of users who have tools (eg, editors, news, and mail readers) that look for URLs that begin with a protocol (eg, http://) and make things easy on the user, for example by making hyperlinks of them.

URI:

The draft standard RFC 2396 (Uniform Resource Identifiers) allows double quotes, angle brackets or just whitespace to delimit a URI. "URL:" is optional. It also allows "http://www." to be abbreviated to "www." or even "" though it is less enthusiastic about it.
