The URI standard allows the omition of things like "http://" in a legal URI, but be considerate of users who
have tools (eg, editors, news, and mail readers) that look for URLs that begin with a protocol (eg, http://)
and make things easy on the user, for example by making hyperlinks of them.

The draft standard RFC 2396 (Uniform Resource Identifiers) allows
double quotes, angle brackets or just whitespace to delimit a URI.
"URL:" is optional. It also allows "http://www." to be abbreviated
to "www." or even "" though it is less enthusiastic about it.
